Early on when the betting exchanges first open, the value is likely to be poor and the %over round well in excess of 100%. In these cases there is little value in buying odds. Though there may be some opportunites to sell bettying odds. In the latter case it may be possible to get into an arbitrage position. But generally speaking it is not worth buying odds until the over-round is less that 0.5% per horse.
